Update on replacing the Lions Gate Wastewater Treatment PlantUpdate on replacing the Lions Gate Wastewater Treatment Plant

Metro Vancouver is continuing through a multi-year work plan to replace the existing Lions Gate Wastewater Treatment Plant, located in North Vancouver near the Lions Gate Bridge. For information on the replacement plan visit here. Below are a few recent milestones.

Funding: A study commissioned in 2013, and endorsed by the Board, identified that a design-build-finance model provides the highest value for money over the other procurement models. Funding for the new facility is still not confirmed. In October Metro Vancouver was formally denied financial support via the Federal P3 Canada Fund, and is currently pursuing funding through the Federal New Building Canada Fund. The Region continues to liaise with our Federal and Provincial counterparts.

Procurement contracts on schedule: In the meantime, Metro Vancouver is getting ready for the design‐build‐finance contract. A Request for Proposals for the contract is scheduled to be issued in March 2016 to a shortlist of pre‐qualified proponents, with the final contract award in early 2017. This schedule is designed to meet the regulatory timeline to complete the secondary treatment upgrade.

Engagement and consultation: The Board approved membership on the Lions Gate Public Advisory Committee this past July and the inaugural meeting was held in September. They will meet every few months and address topics such as education, air quality monitoring and traffic and construction planning. The project team also presented to the North Shore Waterfront Liaison Group, and took part in the Norgate Community Day. These activities contribute to a commitment to be present and engaged in the community in which we will build and operate the new facility.

In accordance with the Integrated Liquid Waste and Resource Management Plan approved by the BC Minister of Environment in 2011, the Lions Gate Plant is required to be upgraded to secondary treatment by December 31, 2020. The Board authorized funds in 2011 and subsequent budgets to proceed with the initial work.

http://www.gazon.co.ua/metroupdate/PublishingImages/issue15-lgwwtp.jpg2015-11-30T08:00:00ZGP0|#100994a7-ccf5-41d6-898e-bf1437a726ba;L0|#0100994a7-ccf5-41d6-898e-bf1437a726ba|Issue 15;GTSet|#d14ffe11-45dc-48fb-8684-ff109cf15a74

Metro Vancouver is continuing through a multi-year work plan to replace the existing Lions Gate Wastewater Treatment Plant, located in North Vancouver near the Lions Gate Bridge.
