Jobs to Residents Balance context measure
Promoting a better balance of employment close to where people live helps achieve a number of objectives, such as reduced driving distances and travel time, lower air emissions, and improved health outcomes and work-life balance.
There are two complementary ways of looking at employment balance. The first measure is the jobs-to-labour force for a subregion. The measure is useful for gauging how many jobs could potentially be filled by eligible workers (age 15+) in a given geography. One limitation of the measure is that not all jobs can be filled with local residents. Conversely, not all residents have the choice, or desire, to work in their home subregion. The second measure is the percent of residents living and working in the same subregion.
